In order to create a good environment of talent introduction and attract high-level foreign talents to Shandong for innovation and entrepreneurial, Shandong provincial Department of science and Technology and relevant departments issued a notice. First is to lower the entry barrier for foreign professionals to work in Shandong. Explore the use of online language and teaching proficiency testing to relax the requirements of foreign language teaching staff in the  native country .

Second is to make it easier for foreigners to work in shandong. In Shandong Province, the practice of exempting work permits for foreign talent visa holders was piloted, opening the door to welcome foreign high-end talents to come to Shandong for innovation and entrepreneurship. Foreign high-end talents are allowed to directly apply for work permits for foreigners in China. Employers are allowed to hire foreign domestic service personnel for foreign high-end talents. They can apply for work permits and work-type residence permits with the same period of time as foreign high-end talents for up to 5 years

Third,focus on improving the operability of the policy.Refine the scope of personnel who can enjoy the encouraging bonus policy.To further clarify the scope of personnel allowed to apply for work permits within China;According to the principle of classified management,the number of years that various types of talents can apply for work permits for foreign talents is refined;all quantifiable policy standards are further clarified, and certification materials that can reduce repeated submissions are specified.

Fourth,make an effort to improve efficiency of work permit approval.For foreign high-end talents applying for work permits，the approval time is reduced to 5 working days; for foreign professionals applying for work permits, the approval time is reduced to 10 working time.For foreigners applying for work permit extension, the time for approval is reduced to 5 working days. Foreign high-end talents apply for the "Confirmation Letter for Foreign High-end Talents", and the approval time is reduced to 4 working days.
